As Cerberus was safely returned home and was not killed like the other creatures upon completing his task, it is likely that Hercules only had a contract with him to receive part of his powers
The Labor wasnt to kill the dög but to take him from the Underworld and returning him without harm (in real Greek mythology) so I guess Hades granted Heracles the power instead of retrieving it from a corpse

I don’t think is a fusion. It’s more like a dragon ball power up, he got strength from others but they’re fine.
