HE has extremely high ranged attack power, enough to take on anyone but GS or maybe Darkshine if they stood still. His downside is he is only a guy – he can’t keep up with anyone to change his strategy in the heat of the moment, and his durability is nonexistent. If you can deflect/dodge/tank his barrage he’s done for.
VFU can’t dodge his blasts, and can’t get close very effectively, so his main strength of his acid armor that eats through enemies is useless, while the squishiness that comes with it only makes it easier to blast through him.
I’d argue that VFU is stronger though, as he is essentially a hard counter to any melee fighter, which is 90% of the heroes. He has enough durability to take hits, his acid will melt through them, and then he’ll heal himself with their digested corpse.
That is, assuming they don’t just watch and let him melt himself into nothing.

The fact that ONE kept him in the background and only made him interfere at the same moment than Golden Sperm to use Furher Ugly as a punching bag is quite obviously to show us how dangerous he is, a major threat, not an average dragon. And when you hear Furher Ugly saying “S…so… strong” , you are not supposed to think “oh no, a moderately powerfull dragon (completely useless since Golden Sperm is already here) who was lucky to have a good match up against Furher Ugly”, you are supposed to think that he is a major threat even stronger than Furher Ugly.

OPM isn’t like Dragon Ball with simple A>B>C matchups. It’s more like rock, paper, scissors. Homeless Emperor and Fuhrer Ugly are completely different so you can’t really say one is stronger than the other.
For instance, Flash, or even perhaps Sonic would easily dispatch Homeless Emperor due to him being simply too slow and frail to take their attacks. They would however lose hard against VFU. It’s really a matter of matchups for characters with particular abilities. You can’t judge them simply like melee fighters such as TTM, Prisoner, or Darkshine.
Situational they have vastly different abilities. If their close to each VFU wins because of the recoil from HE’S blasts but if they’re farther away HE wins.
