Well.. my opinion is somewhat different tho there’s likely many that will disagree with me. Honestly everyone has their favourite Kage and I’m no different. My ranking is based on actions as a Kage not as a warrior. Do note that any Kage of the same ranking are in no particular order.
S: Kakashi: (Futurized Konoha post the 4th shinobi world war. Kakashi brought forth the technological age into Konoha. He was a great Peace time Kage and achieved a lot of advancement for the village.
S: Tobirama (Created the Shinobi Academy, ANBU devison, Shinobi Ranking system & Chunin Exams. Tobirama did cause a few issues post death with his forbidden techniques)
A: Tsunade (She helped Konoha stabilise despite having the elders and Danzo trying to fight against most of her decisions. Honestly she simply had bad luck for ruling when Akatsuki and the 4th Shinobi war was around. She’d make a good peacetime Kage imo).
B: Hiruzen (Though he caused lots of turmoil for Konoha due to his passive actions later in life, Hiruzen undeniably helped Konoha reign supreme during the first and second world wars. He started his downfall prior to the third world war which is why I believe he had to resign despite still being fit for battle. Regardless of this he was a good Kage when he likely still held ambition)
C: Minato (Not much is known about him and he had a very short rule as Hokage so I honestly can’t rank him. He was a good warrior but as a kage we have no information)

Tobirama likely tried to stop him but Hashirama was adamant so Tobirama managed to convince him to at least sell them to the foreign villages. Honestly he did nothing noteworthy for the village other then founding it)
C: Naruto (Strong powerhouse like Hashirama but a near extreme passivist. Naruto is willing to bow down to other village kage if it means stopping a war despite it making Konoha looking weak. Naruto would in my opinion make a decent peacetime kage but is more of a fighter then leader from what I’ve seen. He’s also too arrogant as a kage by wanting to do everything himself and not having multiple assistants to deal with paperwork and such even when needing to use Shadow Clones)
D: Danzo, Temporary Hokage (Due to his idiotic actions Konoha lost the role of leading the 4th Shinobi World War to the muscle head A)
Tobirama is the one who built the village up. Hashirama wanted to basically give his allies nukes and say “let’s be friends!”. That would have caused a loooot of problems. Tobirama wanted something in return aka money. And with that money the village was able to build those massive walls.
If you’re putting him in B just because he mistreated the Uchiha, nah, he did not mistreat them. He put them in charge of the police force because they were the most qualified for it. If he mistreated them he would not have had an Uchiha in his 3 man team and also would have assigned Shisui’s grandfather (forgot name, sorry) as Hokage if he had stepped up.
Tobirama made a lot of political choices that made sense. If Hashirama made the choices he wanted to the shinobi world would be screwed. Not saying he was a terrible Hokage. He just did not have the guts to make the logical choices.

3. Tobirama is OP. He bought stability to the leaf. Initiated the uchiha police force. Managed to keep village intact despite the most stupid decisions that were taken by his brother.
4. Minato man, he sucked. He had one job in the short time he was a hokage. To let the uchiha fight against the nine tails when it attacked the leaf. But no, he decides to play a hero and sacrifices himself. All of the other villages also feared him. Not so good politician then. Coming to Hiruzen. This idiot is the reason the Uchiha clan is dead. For someone intelligent enough to master all 5 forms of nature, he’s so dumb that he couldn’t even see what Danzo and Itachi were doing. He couldn’t even get his internal village affairs straight and I didn’t even bring up his 9000iq decisions with Orochimaru and how he let orochimaru get away AND allowed him to build a fucking village.
5. Tsunade sucked. Village destroyed? Check. Ninetail out of control? Check. Lost Sasuke? Check. Lost Jiraiya? Check. Let Naruto do what he wants? CHECK. This woman is out of control. Nothing she did was thought through. All of her decisions were based on emotions and not intellect. Especially when she let Naruto just go to the centre of the battlefield knowing full well, the purpose of the whole fucking war was so that they could put the nine tails away from obito. It’s plot, but that’s the most stupid decision a leader can take.
6. Hashirama…. The disaster…. He’s a good guy, powerful. But dumb. He had one job. Make Madara the hokage. This guy’s single political decision is the reason we have this show everyone. So maybe it’s a good thing? No. So many people died because of this. Everything is basically connected to madara going rouge.

The Third ended the 2nd World War and got dragged into the 3rd, which he also ended. He then led the Leaf into its longest period of peace of all time. He quelled the Uchiha rebellion. Hiruzen Sarutobi is hands down the best Hokage, politically. The only blemish on his record is Orochimaru.
Hashirama let Madara run roughshod for YEARS, forgave him for no reason, and then let him leave to start fucking with the Leaf. It was only then that he decided enough is enough. Dude is politically idiotic.
Also, I wouldn’t put Tsunade anywhere near the top of the list, mostly because she didn’t make a single major political decision that we know of in her reign. The best thing she ever did was put Shikaku in charge of the war. She wasn’t even conscious when the Five Kage Summit happened to make any political moves.
Also also, Minato literally saved the Leaf from non-existence by using his son as a political bargaining chip so Kurama didn’t get away and they didn’t lose their nuke. That’s at least an A Tier move lmao
Naruto inherited kakashi’s peace deals so he should be lower than kakashi automatically
Tsunade brokers peace with the Sand so that automatically puts her above Naruto as well since there was no blueprint for such a close tie to another nation for the leaf before her
Most of the long lasting institutions (namely the academy) may have been created during hashirama’s tenure but those were made by tobirama. Not to mention he failed to truly put down Madara before multiple coups were made
