If you had to make a new akatsuki with none of the old members who you choosing ? It has to be villains/none village shinobi such as suigetsu/jugo kimmimaru zabuza

That’s tough because nearly every major villain that mattered after a certain point was in the Akatsuki. Can we use movie villains? Villains who are dead before the events of Naruto? I’ll make a few lists to be safe:

Safe list: Kabuto, Zabuza, Haku, Kimimaro, Jugo, Tayuya, Suigetsu, Jirobo and Dosu would be interesting.

Spicier list: Kabuto, Hanzo, Zabuza, Haku, Kimimaro, Ginkaku, Kinkaku, Mangetsu, Suigetsu.

Anything goes list: Toneri Otsutsuki, Kabuto, Hanzo, Mifune, Hiruko, Shinno, Muku, Zabuza, Haku.

Removing Obito/Zetsu/Pain/Konan opens up interesting questions about what this Akatsuki’s goal is. Going to roll with the idea is to essentially create the Juubi still though and possibly still go with Pain’s ideology as the main goal to establish some framework. With that in mind…

Uchiha Fugaku (New Leader) – Using the attempted coup to justify him as a villain. Has right bloodline to eventually develop Mangekyo and the plot could be adjusted accordingly to maybe get him the Rinnegan (maybe Madara gave him the Rinnegan instead of Nagato?). If Uchiha Massacre still happened (albeit in a more state sanctioned manner where Itachi didn’t get labeled a killer), could have used Izanagi to escape. Could make a juicy villain and definitely give Sasuke a bunch of extra trauma if his father became the new big bad

Toneri Otsutsuki – Could be used to help explain more of the finer details of the Juubi to Fugaku. Toneri is the one Otsutsuki that I think genuinely worked as a character and if more emphasis was placed on his general nihilism about human corruption as opposed to his obsession with Hinata, he’d be a great antagonist. Although the Hinata obsession could also make another good tie in to the Konoha story.

En Oyashiro – Slimy fucker not often talked about. Is an arms dealer and human trafficker and rich enough he could bankroll this new Akatsuki, as well as having the Ketsuryugan. Slots in perfectly, and would love to see this sick fuck bite the bullet in a more dramatic way and get the proper villain treatment he deserved

Pakura – Badass character and design and her abilities would make for absolutely lethal fight. Her backstory elaborated in filler also works perfectly for Akatsuki, having been betrayed by Suna and having Kiri/Iwa involved in her death, it makes sense if she survived the event, she’d probably have issues with all of the Major Shinobi Villages. Would be deadly and lethal and im sure a fight with her and Gaara could have quite the amazing tension

Zabuza Momochi (with Haku as a plus one, but isn’t being counted as an official number) – Attempted coup on Kirigakure means he could easily aligned with Akatsukis goals. Great at his work, great reputation, “silent killing” works well for the concept of Jinchuriki Hunters, and I’m sure he could have scaled super fucking high if he wasn’t the first arcs villain. Plus Haku as an additional number would be excellent. Could go so many different directions with them and their characters this way

Hiruko – If Toneri can be canon despite movie origins, so can Hiruko!!! And Hirukos backstory connections to the Sannin and Kakashi and him having a plethora of kekkei genkai (that could go even larger with him having a larger role) could make him insane. Slots into an evil scientist role that Orochimaru left behind and could possibly be a pseudo-medic the way Kakuzu kind of was. I imagine he’d also like to experiment with a Jinchurikis body after their death…

Kinkaku/Ginkaku (occupying one spot together) – Okay, these two could DEFINITELY still be alive, and have the justification simply be having ingested Kuramas flesh extended their lifespans alongside making them pseudo-jinchuriki. Anyway, these two have so little moral compass and have a skillset that puts them on league with the jinchuriki. I think super easy recruit, and I’m imagining a battle with them and Naruto and the sheer amount of “hype” it would generate to see the Akatsuki “villains” managing to channel biju chakra and raise the stakes of the battle exponentially

Suzumebachi Kamizuru – Another filler villain, but this one having connections to the Shodai Tsuchikage, so that’s at least a connection to canon! I think an evil insect user could be fascinating (and give Shino someone interesting to fight), and I think she was shown as bloodthirsty and power-hungry enough that she’d accomplish being a great villain to rep from Iwa. In this verse, assume she found the Bikochu bug and got access to the hidden jutsus of the Shodai Tsuchikage. Could easily justify her as a Kage-level threat

Hanzo – I’m imagining in this universe, he got deposed by Nagato/Konan/Yahiko and maybe just barely escaped (possibly with an assist from Danzo). Absolutely could see him be angry enough that he kicked his training up again and become vindictive enough to side with the Akatsuki overall. Remembering this guy as someone who managed to defeat the Sannin… actually seeing the man be as legendary as he is in the lore would be super cool and easily could justify him being recruited

Kimimaro Kaguya – You know that thing that Shippuden teased of Orochimaru having someone from Akatsuki spying for him? Yeah, that idea sounded cool and I think could have been done! Kimimaros backstory works that someone could have recruited him easily as a child – most likely Zabuza in this case (although have him quickly surpass him to explain why he has an Akatsuki seat and not Haku). A dramatic reveal that he was Akatuski all along could be super cool, especially if it also led to him getting a kill on Kabuto or even Orochimaru in the process. Absolutely insane kekkei genkai that helped him keep up with Gaara in pre-shippuden; imagine what he could do if he made it to Shippuden? Or without his illness? Kimimaro would be an insane addition

I think this group gets a good balance of the shinobi villages, good balance of motivation of the members, good balance of abilities while still having characters who could either be easily workable to make Kage-level, or already Kage-level. I think this group could match the original Akatsuki on multiple points while still providing great story beats and great fights

Not many options

My list would be

Toneri(the supposed leader of the organization)

Menma uzumaki(from road since he would be the real mysterious leader of this new akatsuki)

Kimimaru(the guy was able to fight a jinchuriki when he was almost dead)

Hanzo the salamander(he’s more of a gray character than a villain but I still count him)

Hangetsu(suigetsu’s brother who was able to master the 7 swords of the mist)

Haido (from the gelei stone, he would be an interesting member since he is not a shinobi).

Shin uchiha sr (his dream of being akatsuki was fulfilled, instead of zetsus army will be shin jr’s army).

Doto(from the first movie, his chakra armor would be useful against the jinchurikis)

Hiruko(from the 3rd shippuden movie,he would be the equivalent of kakuzu)

Shinno(to be a pseudo jinchuriki of the zero tails and his dark chakra)

Guren (crystal element user, he would be the konan of the group).

Eida, Code, Daemon, Kabuto, Oga, Kawaki, Yakumo Kurama, then I have a hard time coming up with more villains that are still alive, that were not part of the Akatsuki, and that are powerful enough to even be considered for such an organization. I had to really push it with Oga.

First duo will be Zabuza and Haku. After that I’d pick Hakon and Sackon and with Tayuya. I’ll limit myself by not picking more of the sound five. If possible I’d take Toneri with me and have him be the Pain of my Akatsuki. Next up I might go with Kinkaku and Ginkaku even though they were from the hidden cloud they kind of betrayed the village if I’m not wrong cause they attacked their Raikage and Tobirama. These two would be a solid duo. Kabuto never really was part of the Akatsuki either so I’d pick that guy up too. Pakura the women with the heat release and who also got betrayed by the her own village, Sunagakure, would make a excellent Akatsuki member too. As a last member I might go with Sai’s brother since he seems to be a neutral character and can’t really be considered a full fledged leaf shinobi.

My rule number one for other new group of Akatsuki members is they have to monstrous in some way. Suigetsu, Jugo and all of the Sound 5.

Some of the novel & movie characters like Hiruko (Will of Fire), Muku/Satori (Blood Prison), and Chino Chinoike (Sasuke Shinden). All monstrous or scary in some way. Chino as an akatsuki member would probably give off Eto from Tokyo Ghoul vibes.
