I’d imagine Sasuke wouldn’t be a great candidate simply because Danzo was pretty much responsible for killing his bloodline. Naruto was too important of an asset to be sent on black ops missions. Many black ops teams sole purpose were to try and retrieve villages Jinchurikis.
With Sasuke, he knew that if he tried to get close to him, Itachi would take his head.
As for Naruto, my headcanon is he and Hiruzen struck some kind of deal where he doesn’t get involved with Naruto and Hiruzen doesn’t tell him who he is or that he is a jinchuriki, which would explain that loose end.
Hiruzen and or Tsuande would never allow it. Hiruzen put Naruto and Sasuke on under Kakashis wing for good reasons. Tsuande, Jiraiya, and Kakashi never fully trusted Root so they’d never let it happen.
Also Root is not for kind hearted shinobi like Naruto, Gai, Lee, and so on. Root is for morally ambiguous shinobi who have no problem slicing the throat of children in their sleep, if that’s what Danzo ordered.
He had to kill Sasuke’s clan to stop a coup, so he isn’t viable. Naruto was a jinchuriki, Minato’s son, and was suppose to be under Hiruzen’s care. That makes him too known to people for him to bring him into a shadow organization.
As danzo said when might guy tried to join, he “lacked darkness” naruto would have morals, so hes not fit for it. And if itachi caught wind of danzo trying to recruit sasuke, rip danzo
My headcanon is that Naruto was simply to valuable. Danzo&The Elders didn’t even want to let Naruto out of the Village on A ranks. He viewed Naruto as a valuable asset that had to be locked down.
As for Sasuke, my headcanon was that he was afraid of Itachi’s reaction if he were to ever find out.
Danzo wouldn’t want to get Sasuke since Itachi already had decalre his words about him, hokage(Hiruzen) would not let it happen both for Sasuke and Naruto.
We never really have an answer but my guess is that by the time we saw what Sasuke could really do, it was already too late because he had already left the village. If Sasuke had stayed, I don’t think Itachi would have done anything to prevent Sasuke from joining them because Itachi wanted him to protect the village. He would have kept an eye on Danzo though.
