Tsunade is hard to scale, she kept everyone alive from pains almighty push, so she became unable to fight. And her only other opponent was Fuking madara Uchiha who was soloing all kages and than fights all tailed beast by himself. For all we know tsunade is the strongest or the weakest.
DMS kakashi should be above Naruto personal opinion. But the boruto Kakashi should be with Minato without the KCM personal opinion. If ur doing KcM2 Minato then above Hiruzen and Tobirama in their tier.
Bruhhh hashi and hiruzen are definitely S tier. Hashi beat prime madara + kurama at the same time with just talent. No crazy powerups or nothing.
Hiruzen supposedly knows every jutsu there is and was stated to be the strongest in his prime. But i see youre talking about old man so ehh🤷🏽♂️🤷🏽♂️ but personally i think prime hashi is equal to or maybe a little weaker than prime naruto. The difference in their strengths would be the same as the difference in hashirama and madara.

Minato stated weaker than an early MS Sasuke.
Tobirama was running circles around KCM Minato in terms of combat during the war.
Hashirama has BIG WOOD.
Tsunade is stated to be strongest of the Sannin and that they can’t stand shoulder to shoulder to her in battle.
So all together minato is at the bottom and Naruto is at the top. Tsunade is probably below Tobirama but above Minato. Hiruzen is above both Hashirama and Tobirama off of statements and his portrayal against Guruguru.

I don’t know what he does in Boruto, but from his novel and the war arc I’d probably stick Kakashi right next to Minato.
