In a long battle is say shisui since he has Uchiha blood and thus can keep up the Sharingan longer. For kakashi maintaining the Sharingan costs a lot of chakra. In a strength battle I’d say kakashi since he knows more jutsus and has more battle experience.

He possessed the ability to use Kotoamatsukami. Kotoamatsukami is considered to be the strongest genjutsu after Infinite Tsukuyomi.
Outside of MS, I think the only real thing Shisui has going for him is his speed. However, in the war arc Kakashi was capable of tracking and keeping pace with shinobi that should be much faster than Shisui.
War arc Kakashi fought for a whole day, likely using the sharingan for most of it, and then came to Naruto’s help and used all those Kamui and raikiris, all while still using the sharingan. Kakashi won’t get tired just from using his sharingan, and he has the better arsenal and experience. Shisui’s got nothing on Kakashi.
