It’s still Yuri just probably before the author had finally settled on a design for him.
It’s Yuri. Either the author just didn’t have a design for him yet (keep in mind Spy x Family originally was a semi rushed series created with generally basic/backup characters the author already had.
It’s more than possible he didn’t have a solid design for Yuri yet, or maybe he was planning on not showing Yuri until later, but thought Yuri would be a more interesting antagonist if he physically appeared, and wasn’t just concept more than a character

We are told for a fact that Yor’s never been with a man before Loid, and other than Yuri she doesn’t have any other men in her life (and at that point Loid wasn’t yet even in her life) close enough to her to have taken a photo with them and then put that photo in a frame to be placed on display in her home.
