That looks like the plating has come off and what youre seeing is the base metal. What material?
If you’re willing to, take a razor blade or xacto knife and make a shallow cut on one of the links. If the cut shows silver, then it’s tarnished and you’ll want to find some polish. The fact it had rust on it doesn’t speak highly on the chances of it being real though.
Well you could electroplate some sliver coating back onto it but considering you’re asking how to make your fake silver shiny again. I’m gonna guess it’s over your head. Just buy a new chain.
