Even though this breaks like 3 rules that’s not to say you can’t have a BBEG do this. Just give him legendary actions or multiple turns or a custom spell that is ‘3 fireballs’. Villains should break the rules even if players can’t.
Hard to enjoy a meme for a scenario that doesn’t exist in the game.
1) Extra attack doesn’t let you cast two spells
2) Twin spells only work on single target spells
3) You can cast only one leveled spell per round everything else needs to be a cantrip, (If DM for some reason decided to allow spellcasting with extra attack it would require ignoring even more RAW)
Extra attack doesn’t let you cast spells twice in a turn, it just lets you take one of the attack options twice.
When casting a spell, you take the cast a spell action.
Unfortunately twinned spell requires the spell to target only one creature

You can use three fireballs in one round if you quickened cast, use a scroll and action surge.
Yeah, that’s not how that works.
