5E monsters are weak enough, they do not need a debuff.
Technically a level 1 character is a CR1/4 creature (Since it takes 4 of them to properly fit a CR1 encounter). And PHB puts their proficiency as +2 so nope.
CR and creature level don’t track, there’s no direct trend between the two. But anyway…
A CR 1 monster is supposed to be tough enough to be a challenge to an entire party of level 1 PCs. Therefore if they had levels a CR 1 monster might already be level 5 or above and actually deserve a +3 proficiency bonus, which means the levels beneath it should be +2.
Just roll behind the screen and LIE in a good way to your players, or send smaller groupings of monsters or even better mix in semi milestone xp for solving puzzles or successfully avoiding a tpk while still getting things done.
