Super Hero specifically, probably not, but the concept of a 3D movie. Pre-production is a very strange and often loose process, projects can take years before they ever start to become anything serious.
These are probably proof of concepts, something that happens all the time, basically just an idea that people can show and say “we can do this.” Those ideas then can get turned into an actual product, though they can sometimes drastically change from their original ideas. It especially sounds like that with the line “if you can develop the movie based on this” part. Maybe certain elements from the movie were thought up from that original pilot, like the idea of centering it on super heroes, or maybe focusing on Piccolo or a return of the Red Ribbon army, without more details, it’s hard to say. It’s also possible that the pilots were not based on story, but more on style, as in they experimented in different ways of translating Toriyama’s artstyle and conveying the action in 3D.
This text seems pretty cut and dry. They made some test animations and showed them to Toriyama in 2016. Doesn’t explicitly say when SuperHero went into full blown production. Eventually the one chosen became what we got today.

They essential made four different styles of 3D animated pilots, basically a demo of what it could look like, then Toriyama chose the one that they ended up using for creating the movie itself. They had a ton of people in the company saying not to do 3D so they took their time to craft something that they felt would work. This process probably took a while as they would have had to animate four different styles of 3D pilots.
We have no idea when actual production of the movie began. It sounds like they didn’t actually move forward with scripting, story boarding, and actually animating the full feature until after they got the go ahead on the style they they wanted a 3D Dragonball film would look like. Movies take a while to create.
The “pilots” were trial CGI animation segments. Not pilots for the actual film itself. They each presented different pilots for the way to do CGI Dragon Ball animation.
The most successful was the person who eventually (and possibly coincidentally) went on the direct Super Hero.
It says that the director of super hero worked on the pilot that made sold them on the 3d animation. If they had super hero in the back pocket why would 3 movies come out first? Why would the anime or the manga not set up any plot points for it? Read your post out loud
If I had to wager a guess, certain elements of Super Hero were probably floating around since 2014. But the actual idea for that movie didn’t come together until much more recently.

Just by reading this, my interpretation is this is all about the “beta-testing” of incorporating 3D into projects. Not necessarily that the idea of Super Hero has been in the making for this long. This was just the project that was created with the whole intent of it being to be made with this 3D animation. The four pilots used were probably all drastically different, plot-wise, from the final product.
The presentation is the drive behind this whole project existing. The plot and substance came much, much later
No more, they’ve been messing with proof of concept cgi tests since 2014 and it took them this long to basically make a movie that looks like FighterZ cutscenes.
Toriyama talked about a “White haired” form back then, and Said it wont happen “right now” because it would clash with the next Villain (who was Fused Zamasu)

I don’t think he’s talking specifically about superhero, but the concept of using 3d animations as opposed to the traditional 2d style

As an American who has to wait until MARCH…I have no opinion on the 3D.

It says there was a lot of internal disagreement in Toei on whether going for 3D was a good idea or not back then.
It was never specifically stated the movie Super Hero was the movie they were going to use 3D for.

Not sure but I wasn’t a fan personally of the animation, the movie in general was lackluster.
