Is the part between your fingers hollow? If so cut a piece of wide elastic slightly smaller than your leg circumference there (about 1/2 inch). Make a small slit in the inside, just though one layer, fish some 1/2 or 3/4 inch wide elastic through the “channel”, sew the elastic together, and sew the slit shut.
If it’s not hollow, put them on inside out, pinch them together at the seams or in some discrete place (like the inner leg), pin the fabric you pinched and sew an extra seam there… like a dart… just stitch it down no need to but and finish unless it’s uncomfortable.
Look for a guide on how to taper pant legs online, or you could just attach an elastic band near the top if you’re fine with it being loose and just want it not to fall
