Not much to say other than I feel all bases are covered (brains, magic, powers, stength, stealth), and they all have a few of each quality. I think they’d be able to collaborate well together and still have indepenedent thoughts. The only issue I can see is Brainiac screwing everyone else over by bottling the city they’re in.

Anyway, I’ll go with twenty Maxwell Lords. He is one of the most powerful metas in the world, one dollar is a total steal.
Seriously though, I’d go with Black Adam, Lex, Deathstroke, Dr. Sivana (if he comes with powers and not just his science knowledge), Black Manta and Maxwell Lord.

) Joker and Deathstroke (I…i really like Joker and despite him not working well with others he can prove pretty useful he has a shit ton of tricks up his sleeve and his mind is nearly impossible to control, death stroke because if you pay him well he does the job very well)
Reverse flash(he’s fast and dangerous so impossible to defeat unless your a speedster
Lex(his brain is the best and he can deal with supermen perfectly)

Lex, Vandal, Ra’s, and Manta have a bunch of resources at their disposal (LexCorp, the League of Assassins, and Atlantian tech) and Black Adam is a powerhouse that can do well against Superman and Shazam. Lex or Vandal would also be effective leaders.
Adam and Manta can be replaced by either Maxwell Lord, Cyborg Superman, and Bane or Cyborg Superman and either Gorilla Grodd or Deathstroke.

Lex has to be involved for it to be a Legion. This is a relatively small legion, I could see swapping our Grodd for Maxwell Lord ($1) and Black Manta to increase numbers

Maxwell Lord ($1)- Easiest Choice, though I’d be curious to to see how he’d actually work on a Legion of Doom, since he doesn’t necessarily see himself as a full-on Villain until he chooses to kill Wonder Woman again.
Captain Cold ($2)- Personal Pick, but just need someone to help with the Flash.
Scarecrow ($2)- Scarecrow can make things interesting based on the time he is used.
Bizarro ($4)- Need just a Brute Strength Guy
Sinestro ($5)- I don’t think I need to explain.
Black Adam ($6)- As much as I want to pick Reverse-Flash, Black Adam is good situational choice.
