For some context, the original Libra was named Justin Ballantine and the leader of T.R.U.S.T. is named Juliette Ballantine (shown in the excerpt). I always speculated that this new female body was a host to Libra’s celestial form, similar to how Darkseid contained it in Final Crisis: Secret Files. My second theory was that it’s a Multiversal version like the Chase variant who was also working for Darkseid in Infinite Frontier.
Either way, this screams Darkseid and the upcoming Crisis! Infinite Frontier feels like a love letter and continuation of Final Crisis and I’m excited to see all these plots come together.

Could the Shadow War teased in Urban Legends story leading to Deathstroke Inc. be the name of Williamson’s big event? I awalys assumed that it would be a separate thing but now with Libra running T.R.U.S.T and quite likely working for Darkseid it’s definitely one and the same thing.
